The future of the energy-saving check as a building energy pass
The energy-saving check has been in place in Baden-Württemberg since 1999. It is intended to provide house and apartment owners with information to help them decide on energy-saving renovation measures for their property. In future, this established approach will be complemented by the energy pass, which is to be introduced nationwide in 2006. The building energy pass will transpose an EU directive into German law.
In the past, the energy saving check has also helped to promote interest in the subject of energy saving among the skilled trades and to develop the corresponding expertise. These successes must be taken up in the further development of the energy pass. The central questions of the project are therefore
- How can the further development of the content, and possibly also the transition from the energy-saving check to the building energy pass, be organized?
- (How) Can the target groups of the two passports be differentiated from each other?
- What is the climate protection potential of the two passports?
- What requirements must advisors meet in order to be able to issue good passports and provide good advice?
- What transitional regulations may be necessary for advisors to be able to switch from the energy-saving check to the building energy passport?
To answer these questions, the Tübingen-based engineering firm ebök is working with the IAW to analyze the current debate, interview experts and discuss options for action with representatives from politics and associations. The aim of the study is to produce concrete recommendations for action.
