External Evaluation for the Transnational ESF Learning Network "Transnational Mobility measures for Disadvantaged Youth and Young Adults"

The Learning Network on Transnational Mobility Measures for Disadvantaged Youth and Young Adults is to be seen as a step towards the further integration of transnational mobility measures at the transnational, national and regional levels. The Network promotes transnational partnerships for the implementation of transnational mobility measures. At the same time, it also promotes action at the national and regional level which could serve as a blueprint for future activities in other countries or regions.

Within the framework of the ESF, the main purposes of transnational cooperation are the sharing of experience among states and regions, the transfer of knowledge and practices, and the linking of people and activities in the area of employment and social integration. The overall task of the external evaluation of the Learning Network on Transnational Mobility Measures for Disadvantaged Youth and Young Adults is to contribute towards the attainment of these goals.

The evaluation is mainly process orientated and formative. Regular question­naires and a project journal are the main evaluation instruments. Apart from formative evaluation, a second objective is to take stock of the outcomes, results and potential effects of the Network. This part of the evaluation will deliver a report on the project that is primarily intended for external users.
