Calculation of the distribution key for the funding quotas of the regional ESF working groups in Baden-Württemberg, funding period 2007-2013
The Baden-Württemberg Ministry of Social Affairs commissioned the Institute for Applied Economic Research (IAW) in Tübingen to recalculate the distribution key for the funding quotas of the regional ESF working groups in Baden-Württemberg from the European Social Fund (ESF) for the 2007-2013 funding period.
The procedure for determining the distribution structure was based on the results of a comprehensive methodological study from the year 2000, which the IAW prepared in January 2000 for the Baden-Württemberg Ministry of Social Affairs and in which alternative ways of calculating the distribution of ESF funding were fundamentally discussed from a methodological perspective. The aim was to distribute the ESF funding to the districts in such a way that economically weaker districts would receive above-average funding in relative terms in order to bring about a certain degree of equalization of the economic situation and living conditions in the districts. Criteria that reflect the economic situation of the districts and in particular their situation on the regional labor market were therefore of central importance.
