Expert opinion on the question of the ability of private households in Baden-Wuerttemberg to pay school fees in the light of Article 7 (4) of the Basic Law.

As part of this report, an exploratory evaluation of the 2003 Income and Consumption Survey (EVS) for Baden-Württemberg was first carried out. Furthermore, the effects of a differentiated school fee scale according to the income and financial circumstances of the parents were analyzed. In addition, data from the nationally representative socio-economic household panel (SOEP) was used and the expenditure structure of relevant household types was examined using the EVS 2003.
