“Model municipality” electromobility


The introduction and sustainable implementation of electromobility in all its facets not only depends on the successful development and availability of new vehicles and powertrains, but also requires the development of comprehensive mobility concepts and services. In addition to the technical prerequisites and requirements (e.g. infrastructure), social, (regional) economic and political aspects (e.g. regulatory framework, acceptance) must also be taken into account.

Municipalities and cities in particular are regarded as catalysts in the mobility sector and play a key role as a central level of action. This is why numerous states and regions, including in Germany and Baden-Württemberg, have launched initiatives to promote electromobility at municipal level in recent years. In Baden-Württemberg in particular, the local structural framework conditions (economy, research, networks) offer special opportunities for electromobility initiatives to fall on fertile ground and for this form of sustainable mobility to develop successfully. The structural change in the mobility sector can therefore not only be mastered here, but understood as an opportunity and actively shaped.

The designation of model projects, particularly at municipal level, is an important step in the development of viable and sustainable concepts for the promotion of electromobility. This study examines the opportunities this presents for Baden-Württemberg and explores the following key questions:

  • What success factors can be identified for the realization and implementation of electromobility at municipal level?
  • What special requirements and challenges exist in Baden-Württemberg? How can the state utilize existing potential? How can municipalities use their strengths?
  • What should and can the state do to successfully support the development of electromobility in the state? How can the state of Baden-Württemberg achieve an image-boosting pioneering position in the field of e-mobility?
  • How can the success of municipal concepts for the introduction and support of electromobility be measured?

Based on literature and document analyses, data evaluations and expert interviews, the study will in particular create a modular toolkit with possible instruments, innovative ideas and concrete recommendations for action to support electromobility at municipal level.
