Potential impacts of the Transatlantic Trade and Investment Partnership (TTIP) on developing and emerging economies

Since July 2013, the EU Commission, based on a mandate from its member states, has been negotiating with the U.S. about a Transatlantic Trade and Investment Partnership (TTIP). The negotiations cover a broad range of issues, from bureaucratic rules for customs clearance to market access for services, public procurement, regulatory convergence, and investment protection.

It may be expected that a TTIP would have significant effects on third countries. However, different quantitative studies have arrived at differing results regarding impacts of TTIP on third countries. In view of this situation, the Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Ifo Institute – Leibniz Institute for Economic Research at the University of Munich (Prof. Gabriel Felbermayr, projectleader), in cooperation with the Institute for Applied Economic Research (IAW) at the University of Tübingen (Prof. Wilhelm Kohler), with carrying out the research project mentioned above.

One major task of this study will be to contribute to a better understanding of what is needed to make the TTIP development friendly. This focus has often been missing in existing publications and in the public debate. Another goal of the study is to clarify, through interviews with experts and stakeholders, which of the issues identified in the first step are particularly important for making the TTIP development friendly, which issues have not been addressed so far, and how one could proceed in practical terms to implement a development-friendly agenda.
